Victor Naumov is the managing partner in Salans’ St. Petersburg office and head of the Russian IP/IT/Telecommunications Practice. Victor specialises in intellectual property protection and management of intangible assets; Internet regulation and e-commerce; data security; regulation of the mass media and telecommunications.
Victor is a member of the Federal Antimonopoly Service Advisory Board on Competition in Information Technology, and is Co-chairman of the IT Committee of the American Chamber of Trade and Commerce in St. Petersburg. Since 1999, he has consulted on the development of draft legislation on IP, IT, information resources, the Internet, and telemedical services for the Russian Federation and has also assisted in developing model laws in these areas for CIS jurisdictions.
Victor is an associate professor of the St. Petersburg State University and lectures in the Economics and Law Faculties. He has also authored more than 120 articles on law and computer science. In 2007 he received a state medal for his contribution to the computerisation of society in Russia.
Kommersant ranked Victor among “the leading figures in St. Petersburg in his field”, and named him among the top 12 consultants in St. Petersburg. Victor heads the list of St. Petersburg experts most quoted in the media according to research by the Kommersant newspaper.
Legal 500 2012 identifies Victor as “undoubtedly the most experienced and strongest IT lawyer” according to clients. Victor is the exclusive winner of the ILO Client Choice Award 2010, 2011 and 2012 for the Information Technology category in Russia. In 2010, 2011 and 2012, Best Lawyers listed Victor as one of the best lawyers in IT, IP and included him on a list of recommended corporate lawyers in Russia. As Chambers Europe 2010 states, “(he) is an impressive force in the world of technology and telecoms”. Victor was also named as a highly recommended expert in Intellectual Property in Russia by Legal Experts EMEA guide in 2011 and 2012.
Mr. Naumov graduated from St. Petersburg Marine Technical University (Mechanical Engineering Degree, 1994) and continued at St. Petersburg State University, earning his Computer Science degree in 1996 and his Law degree in 1997. In 2003, he successfully defended his PhD. dissertation entitled “Regulation of Information Distribution on the Internet”. A native Russian speaker, Victor is also fluent in English.
