In the report author talks about creation of a program platform of an expert network. The expert network combines elements of a social networks, of corporate systems of document flow and of control systems of ideas. Work of the expert network includes classification of experts by competences, psychological parameters of the personality, semantic possibilities of selection and relative rules of an assessment. Algorithms of work of a network were developed by the group consisting of psychologists, sociologists, mathematicians, experts in the semantic analysis and competences.

Born March 3, 1962 in Moscow. He graduated from the Physics Department of Moscow State University in 1986. Candidate in Physics and Mathematics. Since 1995 he is a CIO of different companies (retail, systems integration, service, metallurgy, finance). Slavin is one of the founders and board member of the Russian Union of the CIO, he led it from 2008 to 2011. Currently, Boris Slavin is Director of Research and Innovation in ITCo company. Slavin has numerous publications in IT. He promotes the idea of information transparency as a basis for social organization of the future society; he is the author of the “Manifesto of the information society.” Boris Slavin is actively involved in educational projects, as scientific director of the Higher Courses of the CIO.
